Of course it is! If you let women attend then they might get the idea that they deserved a place in society and from there it's just a small step to thinking they should have rights and be treated fairly.
Actually I seem to remember some US congress committees on things like birth control that had no women either. And when people complained, they insisted that there was no need to have any women.
